Title V Facilities’ Emissions Reports Due March 31, 2009
Facilities subject to Title V of the Clean Air Act must submit their emissions inventories for 2008 to the DNR Air Quality Bureau by March 31, 2009. These facilities are also required to report their 2008 greenhouse gas emissions.
Title V emission inventory forms (including PM2.5 and ammonia emissions) can be downloaded here. Forms 1.0, 4.0, 5.0 and Part 3 are required. To request a paper copy, call (515) 281-7826.
In 2008 Title V facilities were required to report 2007 greenhouse gas emissions from fossil fuel combustion and ethanol production. The DNR is expanding the scope of the next greenhouse gas inventory. In addition to reporting 2008 greenhouse gas emissions from fossil fuel combustion and ethanol production, six additional source categories will be required to report their 2008 greenhouse gas emissions from their industrial processes: 1) cement manufacturing, 2) lime manufacturing, 3) ammonia production and urea application, 4) nitric acid production, 5) iron and steel production, and 6) soda ash use.
Also new this year will be forms and instructions for reporting hydrofluorocarbons (HFCs), Perfluorocarbons (PFCs), and sulfur hexafluoride (SF6) emissions. More information about this is available here.
Updated instructions and new greenhouse gas reporting spreadsheets will be posted on the Greenhouse Gas Emissions website no later than January 2, 2009.

Annual Compliance Certification and the Semi-Annual Monitoring Report are due March 31, 2009 if your initial Title V permit was issued prior to January 1, 2009. If your initial Title V permit was issued prior to July 1, 2009, the Semi-Annual Monitoring Report is due September 30, 2009.
