Construction Permitting Process Improvement - Complex Permits


The DNR has tackled complex projects using Kaizen process improvement techniques with a goal of issuing PSD permits in 180 calendar days or less, and other complex permits in 90 calendar days or less. After radically cutting standard construction permit issuance times by 81 percent and issuing those permits in an average of 12 days, the DNR - in the true spirit of continuous improvement - has applied another intensive "Kaizen" event to streamline the complex PSD permit process.

The benefits are clearer expectations for applicants with a pre-application meeting with DNR, EPA and industry staff, a PSD permit process flowchart and a new series of guidlines to assist industry. The goal is to provide as much clarity and certainty early in the process to avoid delays later.
